Stakeholder engagement session on TA and DB projects

CSPC is to carry out its first Turnaround (TA) after startup on March 6, 2010 to ensure the equipments to run safely and reliably at their optimal running status. And at the same time the Debottlenecking (DB) project increasing the capacity of ethylene cracker from 850k to 950k annually will also be completed. To communicate with the stakeholders on the TA and DB projects, a stakeholder engagement session was held on the afternoon of March 3 at the Auditorium in COB, more than 60 representatives from local authorities, neighboring companies and communities were invited to the session.
 
At the engagement session, a CSPC expert briefed the stakeholders on the TA and DB projects, and their potential impacts on the surrounding communities. The TA will take eight weeks in total and some 5,000 project workers are to be mobilized to site, which will put pressure on local traffic. In addition, there will be phenomena such as flaring and noise caused by steam blow, etc. CSPC has put a detailed HSE plan in place, and will treat the effluent, emission and solid waste strictly compliant to both the international and national standards. Meanwhile, a serial mitigation measures will also be implemented to minimize impact to the surrounding communities to the lowest possible level.
 
The CSPC Complex is designed for a 4-to-5-year operation between maintenance shutdowns. The TA this year is the first time after the complex started up in January 2006. More than 1300 equipment and a large amount of pipes, valves and instruments will be maintained during the shutdown.
 
In order to improve its competitiveness, CSPC will implement its debottlenecking project to its ethylene cracker and two other plants in an effort to increase production capacity and reduce operational cost. After debottlenecking, CSPC’s annual ethylene capacity will increase from 850k ton to 950k ton, and its annual petrochemical products will increase from 2,300k to 2,700k. The DB doesn’t require project land, and will not have any social and environmental impact to the neighboring communities. Once it starts up, CSPC will take measures not to increase the amount of waste to be discharged.
